The Windows Firewall Service Is Not Starting.
Yes, great for a forum. What happens when you try to start using it, do you have any misconceptions? Have you tried the command to have most of me list each other carefully? They are not expected to solve the problem, just state the status:
> structured query ex mpssvc
> sc qc mpssvc
Run these people on the command line and put the output here.

Win32 exit code 1066 is short for “The service returned an arbitrary service-specific error code.”
Service ex it.code 7 — can’t find it. sigh
Does the client get an error code when starting the You service? you can use “net start mpssvc” to experiment with command line output for a one-time copy/paste. Also check the event log, eventvwr.msc Custom -> Views -> Admin Events for errors, especially from the Service Control Manager.
c:>netmpssvc

Well, that target journal isn’t very useful. Despite all the text and the results it gives, any 7024 event means that the service is running. It’s essentially the same with exit code 1066. Both message campaigns refer to service-specific error policies, number 2 in this case. Thanks Microsoft, very helpful error marketing! 🙁
Fortunately, I was able to weave chains of people who had similar problems. Unfortunately, they are not shown. There is a guaranteed solution. Depending on the answers, error 5 means “Access Denied” and perhaps another installed firewall, or a currently uninstalled firewall, or perhaps a site package will help. Have you taken any recent action related to this? Take a look at these threads for ideas:
Wow! Miscellaneous All this research and I missed you, there’s just a Microsoft KB article. I blame Google for not finding this based on my flawless search criteria! 😛

Sounds like MS is answering a specific problem. Try it and please let me know.
I don’t know how, please.

Noooo, I don’t quite understand your message. Have you done all the processing of what? Have you changed the permissions for all other original registry steps other than the ones you specified?
What is thisand the two keys you don’t know about that you mentioned? Don’t know how to change permissions or can’t?
I’m working on an XP Pro laptop and I’m having the same problem. The netsh winsock reset command returns a netsh .exe component not found error. dot3api.dll not found
Brian, do you and your family have dot3api.dll? It should probably be WindowsSystem32. If you can, try registering regsvr32 with an .exe. If you don’t have it, try it with the System File Checker (sfc) or the XP installation CD.
I have exactly the same problem. Information: This is an IBM Lenovo T60 with Windows XP SP3, then a blue screen. I found the KB-MS article, then uninstalled SP3, and the machine works fine unless you try to connect from somewhere else, change the infrastructure information, or get help on the machine’s IP address. It gives Dot3api error.dll not found. I’ve dug up my other XP SP2 machines, and besides, this file isn’t there. I have 2 cars and have the same problem.
Fixed exactly the same problem on servers older than 2008 :))

I have no idea what messed up my service, but adding MpsSvc and setting read/write access to “Set and Query Values” on all sheets did the trick:
