When trying to establish a Layer 2 Tunneling Protocol (L2TP) / IP Security Protocol (IPSec) connection over a Windows 2000 server connection Using the Routing and Remote Access snap-in, you may not be able to do this, and the initiating computer may receive the following error message:
Remote Access Routing
An error occurred with the UI web link.
The L2TP connection attempt failed because the security negotiation information is timed.
In addition, the event ID 20111 for the initiating computer is stored in the system event log.
REASONS :
This issue should occur for one of the following reasons:
The certificate on the Essential Private Networking (VPN) server is invalid or missing. If the VPN server received a certificate during the installation of the CA, this certificate is not valid for IPSec machine authentication.
The IPSec Policy Agent service stops and starts without starting or stopping the Routing and Remote Access service on the primary remote computer.
There is no doubt that the IPsec Policy Agent will not start if you install Routing and Remote Access.
SOLUTION:
To resolve this issue, follow these steps:
Install valid machine entries on the VPN server. And
stop Start the IPsec Policy Agent service, and then stop and start the Routing and Remote Access service on the new remote computer. In fact, you can use any of the following methods for this.
Method 1:
1. Start, click “Programs”, select “Administrative Tools.”Tools and optionally click Computer Management.
2. Double-click Services and Applications, twowait click Services, double click IPSEC Agent, click Stop in Policy, click Start, and then click OK.
3. Double-click Routing and Remote Access, click Stop, click Start, and then click OK.
