Now when I log into OWA and repeat the process above, I see the busy calendars for both users. No problem.

Just so you can make sure I understand the solutions you suggested, and to clarify this … I am a user trying to book a scheduled appointment from Outlook. I cannot find out the schedule for user # 1. I can see the free / busy time of user 2.
