While overall I have a good enough reputation to comment on the people who have received the most votes on this issue, I would like to say that this is certainly not entirely true. I know this for the reason that kakoWhichever workaround I tried in this post, it essentially didn’t work.
Because of the way Windows environment variables can be applied, you will most likely prompt them to restart applications so they can apply the changes and add explorer.exe. It is highly recommended (but not required) to restart your computer making sure all applications with modified PATH are running.
The knowledge base article linked to many of the answers actually says:

The part about environmental factors that reverts to previous numbers after the prompt is exactly what I ran into in Windows Server 2008.
