about SP3 and “rumors” …
I installed SP3 about two weeks after it became available … I haven’t encountered any of the “issues” you mention or talk about.
In addition to what Advancedsetup and Porthos said, I remember there was * something * about having to install SP3 in order to run certain programs.
This has (as far as I know) something to do with the .NET Framework version and some other things.
This was proven by trying to install the latest version of it.Some programs (older versions were no longer supported). A popup told me that I needed to install SP3.
There was also a similar “ping” about the need to install SP2 with “updated” programs (some time after the release of SP2).

I have occasionally encountered a problem while installing SP3. Windows updates would suffocate.
The best way to avoid this (but not a 100% solution) is to use service packs rather than cleaning up files / registry in the process.
The patch for the update controller is documented and (if I remember correctly) there is a “Mr. fixit” to the issue.
