Here are some easy ways to fix the problem starting Outlook 2013 in Safe Mode.

Use Scanpst.exe To Troubleshoot Outlook Data File Errors

If you are using a PST file, it is possible that an issue with that PST file is preventing Outlook from starting correctly.
