If the media fails to boot, you may need to enter BIOS / UEFI Setup (press the key indicated in the table in the link above) to disable Fast Boot or Fast Boot first.

Select Boot Device as UEFI Device, if prompted. On the second screen, select Repair your computer, then select Advanced troubleshooting options, then System Restore, which might work better in boot mode, and then Startup Repair.
