There is not a single outstanding .xml file. There are many great .xml files that have numbers appended to them, for example:

pending.xml.01cc7482b7471803. None of them have been updated, most are dated 2012.

I use Safe Mode as an administrator, not as a recovery console. Is there a difference?

I restarted and tried this from the command line in the recovery console. Strange, it’s not in the C: drive but in X: windows winsxs. But I found the file pending.xml, renamed it to pending.old and restarted. No changes, you can always undo changes and freezes ..
