Hello Gangadhar

Welcome to the Microsoft Community, where you can find answers to all your questions about Windows.

Your description states that you cannot open Control Panel on a Windows 8 computer.

I want you to answer a few questions to give you the best possible support.

1. Is a third-party antivirus installed on your computer?

2. Did you make any changes to your computer before the problem occurred?

This may be due to some file corruption on your computer.

I recommend you follow these steps and check it out.

Method 1:

Step 1:

I recommend that you boot into Safe Mode and see if it works. I have a link here explaining how to boot into Safe Mode.

Windows Startup Options (including Safe Mode)

http://windows.microsoft.com/en-US/windows-8/windows-startup-settings-including-safe-mode

Step 2:

If it is running in safe mode, perform a clean boot to determine which application is causing the problem.

Clean Boot: to fix reportedFor errors and other problems, you can start Windows with a minimal set of drivers and startup programs. This type of startup is called a “clean startup”. Clean Boot helps you get rid of software Conflicts. Here is a link for reference on how to do a clean restart.

Note. Follow step 3 of the knowledge base to keep your computer in a normal boot state after you fix the problem.

Method 2:

Disable and check third-party anti-virus software.

If you are using a third party antivirus, I recommend that you disable and check.

Important note. Antivirus software can protect your computer from viruses and other security threats. In most cases, you should not turn off your antivirus software. If you need to temporarily disable it to install other software, You should turn it back on when done. If you are connected to the Internet or a network with your antivirus software turned off, your computer is vulnerable to attacks…

Method 3:

I also recommend that you run sfcscan and test it.

The sfc / scannow command scans all protected system files and replaces the wrong versions with the correct Microsoft versions. When the scan completes, the System File Checker will report if any integrity violations were found. For violation of integrity detected, you can use the System File Checker tool to fix integrity violations

Follow these steps to run sfcscan.

a. Press Windows Key X and click / pressCommand line (administrator).

b. At an elevated command prompt, enter the followingsfc / scannow and press Enter.

NOTE. It may take some time for the process to complete.

Method 4:

I recommend that you create a new user account and verify it. Follow the link to create a new user account.
