The public AppData / All Users AppData is no longer available, so I don’t think you can host it for the many pre-existing “All Users”.
It can be seen that you can successfully add them to the default user profile, which they could add for at least all user profiles after the PIN entries are created (“C: Users Default AppData Roaming Microsoft Internet Explorer Quick Launch Pinned User Taskbar “).
